"I am also directed to inform you that the statutory steps
"and proceedings, will be followed, and to decline the other
"requests in your letter, which socord neither with the
*recent urdinance, nor with the similar procedure regarding
"deportation previously established, nor with the special
"circumstances of the Colony that in the opinion of the
Government, and apparently of the legislature, render such
"a procedure necessary and such a course as you suggest
"impracticable".
The Appellat did not adduce any further evidence or
furnish the names of any other witnesses.
The Respondent Mb. Halifax subsequently transmitted a
report to the Colonial Secretary for the consideration of the
Governor ih Cowoll in accordance with section 4 subsection
(8) of the ordinance.

The matter came before the Governor-in-Council.

Respondent Mr. Hallifax, as the Secretary for Onese Affairs
usually is, is a member of the Council.
On the 15th January 1918 as previously stated the Governor
made a deportation Order. The grounds on which the Order
is stated to have been made included two of the specific
